MMKY- NEW TANK EXCAVATION UNDER BRACKISH WATER AQUACULTURE”(40-60% subsidy)
BACKGROUND: Odisha has a great potential for expanding brackishwater aquaculture in terms of area and production. Currently, there are approximately 18,923 hectares of land dedicated to brackish water culture, with an annual production of around 114,020 metric tons. The brackish water aquaculture activities are carried out within a 2-kilometer radius from the High Tide Line (HTL) and are regulated under the Coastal Aquaculture Authority Act (CAA)-2005 and its amendments, as well as the CAA Rules-2005 and its amendments
ELIGIBILITY CRITERIA FOR BENEFICIARY: The following are the eligibility criteria for beneficiaries:
- Must be a resident of Odisha and provide proof of identity and residence, including an Aadhar card.
- Must have a bank account in their name in the state of Odisha.
- Preference will be given to beneficiaries selected in clusters.
- The beneficiary must possess land that is free from any encumbrances. The beneficiary needs to provide documentary evidence to support the suitability of the land. This can be in the form of a copy of the Record of Rights (RoR) or a copy of the lease agreement if the land is leased for a minimum period of seven years.
- If the beneficiary has not previously received assistance under this component, they will be eligible for a maximum subsidy of up to 2.00 hectares of water spread area.
- If the beneficiary has previously received a similar subsidy for the excavation of brackish water ponds under a different scheme by the Government of India or the State Government, but for an area less than 2.00 hectares of water spread area, they will still be eligible to receive further subsidy for the remaining area. However, the overall maximum limit for subsidy will still be 2.00 hectares under the scheme
- .When availing the subsidy, the beneficiary family will be considered as a whole instead of individual family members. It is important to note that one beneficiary family should not receive multiple benefits under the same scheme. Additionally, if any member of a family has received subsidy within the last three years, the entire family will not be eligible for subsidy under the same scheme.

The subsidy will be calculated and disbursed to the recipient based on the actual expenses incurred, up to the maximum subsidy specified in the scheme
. ii. General Category beneficiaries will receive a subsidy assistance of 40% of the actual implementation cost, while SC/ST/Woman/Transgender/PwD Categories will receive 60%. However, for PMMSY funds, Transgender/PwD category will not be considered.
iii. Differently-abled individuals must provide a disability certificate issued by a certifying authority or competent authority, indicating a disability of 40% or more as per ‘The Rights of Persons with Disabilities Act, 2016.
Transgender individuals must provide a certificate of identity issued by the District Magistrate as per ‘The Transgender Persons (Protection of Rights) Act 2019 to be considered under the Transgender category. iv. If the Government in the F & ARD Department increases the percentage of subsidy, it will be applicable to beneficiaries who have received Go-ahead letters during the fiscal year 2023-24.
