New pond scheme for fish farming

Farm Ponds are being developed in the State under the MGNREGS program by the Directorate of Soil Conservation & Watershed Development Mission.  This initiative aims to provide full financial support to small and marginal farmers for excavating ponds on their own farm land. These ponds have the potential to be used for fish farming, both for raising fish fingerlings and growing marketable size fish, based on their water retention capacity.

In the fiscal year 2023-24, the objective is to provide input assistance to 10,750 farmers who have already excavated farm ponds under MGNREGA through the Directorate of Soil Conservation & Watershed Development Mission. This assistance will facilitate the production of fingerlings and fish under the scheme by the F&ARD Department.

The main objectives of this initiative are to increase inland fish production and enhance the income of farmers in the state through aquaculture.

The target for the fiscal year 2023-24 is to provide input assistance to approximately 10,750 farmers for fish farming in farm ponds, covering an area of around 430 hectares of water spread. The specific targets for each district will be communicated by the Director of Fisheries. Depending on the feasibility and actual area developed, the District Fisheries Officers (DFOs) have the authority to re-allot the targets within their respective districts.

The implementing agency for this scheme is the Directorate of Fisheries, which will carry out the implementation through its field functionaries across the state. The budget provision for this scheme is made under the State sector umbrella scheme “Input Assistance to Farmers for taking up Fish Farming in Farm Ponds” under MMKY.

To be eligible for the scheme, beneficiaries must be residents of Odisha and have a bank account in their name in the state. The farm ponds excavated by  beneficiaries under various government schemes, including Watershed Development Projects and MGNREGA through the Directorate of Soil Conservation & Watershed Development, will be eligible for support for stocking of fingerlings under this scheme. When availing the subsidy, the beneficiary family will be considered instead of individual beneficiaries.

TYPE OF FARM POND WITH UNIT COST AND PATTERN OF ASSISTANCE:

The farm ponds of following dimensions are  generally  excavated by Farmers with Govt. assistance through Directorate of Soil Conservation & WD. input Assistance towards Pisciculture will be provided by F & ARD Department © 40% for General and 60% for SC/ST/ Women/Transgender /PWD category of farmers towards cost of seed,feed, fertilizers, lime etc. on the  Unit cost of Rs 4.00 lakh/Ha  shall be provided. However, the subsidy shall be released basing on the actual water area of the Farm Pond. developed by the farmer.
